How do I remove the conflict with Activex in Outlook 2004 when se.

I am trying to place an image on my email through the signature wizzard in
Outlook 2003 but keep getting a blank and a message saying there is a
security setting preventing ActiveX from working. Can you tell me how to
allow this. I have service pack 2 for Windows XP and Norton internet
security. I also have a firewall on my network.
