How do I repair XP Office updates ?

I seem to be having an issue with XP Updates, not recognizing something in my
system, but cannot figure out, what is missing ?

Ran XP Office SP3 download manually, didn't solve issue. Running on Win 2000.
Stops at 40%.

Comes back with error: "Office Update is unable to check for updates".
