how do I reply to emails in OUTLOOK in html

When I reply or forward emails outlook seems to (randomly) switch to plain
text. How do I maintain HTML formatting?

If the original email was in plain text, then Outlook will reply in plain
text: you have to manually select switch to HTML in these instances.

But note that this is a Word Newsgroup: the Outlook newsgroup would have
been more appropriate.
