How do I reset my homepage in Frontpage?

used to be able to select another page to set as homepage, which i like to do
by season. Now can't. Also all my files that I moved by FTP to new computer
are listed as public html. Do I need to do something else to get them set
right? UGH Getting a new computer sure has been a challenger to get going.
