How do I reset the keystroke speed?

I am using XP both Word and Excel and am unable to type, backspace or use the
arrow keys to get to another cell or letter without waiting before hitting
the next key. i.e. the word cell with two l's will not put the second l up
unless I stop typing and wait. How can I correct this?

Two possibilities:

1. Check Control Panel | Keyboard for the repeat rate.

2. Control Panel | Accessibility Options for any other settings that might
be relevant.
