How do I resize a picture if sizing handles don't appear?

I've been trying to resize a picture but have been unable. The sizing
handles appeared before and I was able to easily do it. However, I don't
know what I did that I can no longer resize pictures. Moreover, the sizing
handles don't appear either. What should I do?

Which program are you using?

In PPT and Word, anyway, you should be able to choose Format/Picture (or
Format/Object) and resize on the Size tab.
