How do I resize pictures in inches or cm not amount of pixels?

Microsoft Office Picture Manager 2003 has replaced Microsoft Photo Editor. It
has some image correction and editing features, but does not give size/resize
of pictures in inches/cm but pixels.

How do I resize pictures in inches or cm?

The inches or CM size of the picture is determined by the media upon
which the the picture is represented. The pixels ARE the picture, the
inches that the will be displayed at is determined at display time or
printing. For example insert one of the pictures into Word, and then
grab the edge an stretch it to the desired "inch size".

Possibly, you might need a graphics program and that need not be
too expensive . Adobe Photoshop Elements 3 will do what you want
and also resample the picture if requested. The last might
produce an improved result. The free program IrfanView also has
this capability and will resize in pixels, inches or
centimeters.
