How do I reverse the color of dingbats, make it black w white outl

I have a dingbat true type font. Can you pls tell me how to change it from
white with a black outline to black (or other color) with a white outline?

You could use the Format - Borders and Shading and make the text area
Black... then change the font to white.

You really can't do what you ask unless you have special font design
software or a graphics program that offers conversion of text to outlines.

The closest you can come in Word is to either change the font color against
a contrasting background -or- select the character & use Format> Font -
Outline -or- use the character(s) to create a WordArt object & modify it
through Format> WordArt (although I'm not sure symbol fonts work in
WordArt). One of those options may provide an acceptable result.
