How do I rotate a picture 10 degrees?

I would like to rotate pictures that I have inserted on a page so that they
are angled 10-15 degrees, left or right. The instructions say to use the
rotate handle or if there isn't a rotate handle to go to draw and use the
'free rotate' option. However, the rotate handle is never visible on the
pictures or graphics, nor is the "free rotate" option available (only
flipping it or rotating 90 degrees).
Why is this and how can I accomplish a free rotation on my pictures?

This is best done in the graphics program, so that the images you place on
your web page are already "tilted". What graphics software do you use?

Use a graphics editor, such as Photoshop. The handles FrontPage help
refers to are only available on objects created with the Drawing
toolbar, not with any other graphic.
Also be aware that a rotated graphic will still occupy a rectangular
space, with horizontal and vertical sides.

I think ACDSee 4.0 does this rotation or a ceeper graphicprogram

Paint Shop Pro, Fireworks, Photoshop Elements - there are lots of programs
less expensive than Photoshop that will do stuff like this. The most basic
photo-editing program should be able to.

My all round favorite is Microsoft digital Image Pro 10.
