How do I run Project 2003 in a limited user account in Windows XP?

I have installed Project 2003 under Admin account. Now I am trying to use as
a limited user. Project is launching an installer for this limited user
account and eventually failing with a dialog, "There is not enough memory to
complete the operation..".

If I change the limited user account to admin account, Project 2003 works
fine.

I am surprised Microsoft office program can't be run in a limited user mode.
I hope there is some workaround to this other than running as Admin.

We're not having any issues running Project Professional 2003 Service Pack 2
as a standard (restricted) user.

I may be wrong and you'll need to check the EULA to be sure but I think the
Project licensing requires a separate license for each USER, not each
workstation. So if you have two accounts on the same workstation, it thinks
it's two different people requiring two licenses and you have to install it
separately for each account. Why the out of memory message I don't have a
clue - does the limited user account have access to less memory or hard
drive space than the admin account does, a smaller disk partition perhaps?
