How do I save a doc with pic to email?

Hi. I am trying to create a letter with a picture inserted to email as an attachment. When I saved it as an htm file the pic is an x. What can I save it as so that the pic will show? If I save it as a doc will peolpe without Word be able to view it? I am using Office 2000/Word2000. My email is through Hotmail if that makes a difference. Thanks in advance for any help!
