How do I save a file as a MHTML so others can see it on internet?

I am using Vista and have chosen to keep Outlook 2003. In Outlook 2003 help
and support I am told I can save any document including an Outlook one (?) as
MHTML - a single web page - so that others can access it on the internet. How
can this be? Wouldn't I need to put it on a website?
The more I learn, the less I understand.

Select the message and choose File-> Save As...
At the bottom of the dialog you can set the file format to "MHT Files
(*.mht)".

Note that you've now only created a local copy of the message in a different
format. This particular file format open in Internet Explorer. It doesn't do
anything sharing wise.

What exactly are you trying to achieve and which mail account type are you
using?
