How do I save a photo gallery developed in MS FrontPage 2003?

You need to either create a New FP web site or use an existing FP Web site to use the Photogallery in a page w/i that site

Your's. You must always open your web first.

If you don't create the web first you will be working with a "loose" page
and you'll have a bit of a mess trying to do some things.

I'm not following at all. I already have a website created in FP & the photo
gallery is the last thing I'm working on. I created a new page for the photo
gallery that I want to be pictures from Bikefest '05 but when I try to save
it, I can't. Am I not supposed to create a new page for the photo gallery?

Open your existing site in FP and file import your images,
- then create the new page in the existing FP site

Open your existing site in FP and file import your images,

BUT, don't use the photo gallery that has a single picture and a
horizontal line of thumbnails. It looks good in IE. It looks bad in
anything other than IE.

in Frontpage you have to open a site....File > Open Site (or Web in earlier
versions than FP2003).
