Which version of Publisher are you using? Publisher 2003 will allow you do
save your Publisher files in *.jpg format as high as 300 dpi commercial
resolution. You can do this in two ways. Right Click on the Publisher Object
and choose Save as Picture, change the format to *.jpg and then change
resoution option to 300 dpi commercial. Otherwise, you can accomplish the
same thing by going to File > Save As > and change the file type to *.jpg
and 300 dpi.

note that if the images you brought into the document were low
resolution (72 dpi camera or web, for instance) exporting them to a high
resolution is going to tear the heck out of the image and most of the
time they will look worse than you can imagine.
