How do I save changes to the Outlook Toolbars?

Every time I move certain toolbars and uncheck others, the changes are not
saved when I restart Outlook

I just got a new computer and when I open Outlook, the reply buttons are not
active. How can I set the buttons to work so that I can reply to a message?

Do you have an account configured as the default? Does it work if you open
the message?
