How do I save out a portion of a db as a new, separate db?

I manage a large property database. I need to filter out one department's
list, save it as a database that can be sent to that depertment and they in
turn can open it at their location. I do not want to send the entire
database, just their part of it. Can Access do this? Filemaker does this
great but I can't find a way to get Access to produce the unique database
file.

Create and run a 'make table' query then export the new table to a new empty
database file.

Perhaps I'm slow today! Here's where I am:
-open primary table
-apply filter to collect one department (005)
-go to \File\Export\(Name File 005)\SaveAll
-get error message "Microsoft Access can't find the database file
'c:\access\005.mdb' Main database is located at c:\access.
I need to create a table or SOMETHING that I can attach to an email and
send to a remote building. They then should be able to save the attachment
and open it in their copy of Access. Give me step by steps because I have
limited experience with Access. Thanks for the assistance.
