how do I scroll lock a onenote page

I have a course syllabus on page one of each tab which I refer to frequently.
To get to it, I have to scroll up all the way to the top each time I need it.
Is there a way to fix the page 1 (or any page for that matter) to prevent it
from from scrolling away, or in the alternative, bookmark it so I can quickly
jump to it instead of scrolling to it?

Why not put the syllabus on a subpage? Then simply switch using the
page and subpage tabs.

Ctrl+Shift+N to create a subpage.

You can also try Window->New Window to see different parts of a long page in
two windows.
