How do I see free busy time for a user that says no Info available

I try to request a meeting with several users. Some show me the free/busy
time others are greyed out and say no information available. How is this
fixed so I see all free busy schedules?

Make sure those people for whom no data is displayed are publishing their
free/busy information.
