How do I send a fax to multiple receipients through outlook?

I am trying to send a letter to multiple different sites using outlook and
our fax machine, not using efax services.

Outlook can't talk to a standalone fax machine. You could perform a mail merge in Word and print out different personalized letters and then fax them manually.

Why would you be using Outlook to *fax* anything? Just install a
fax-capable modem and do the faxing direct from whatever application you are
generating the letter(s). Use eFax to *get* faxes for free but get a fax
modem to send them, or a fax machine if lots of users need it, or a
networked host with a fax modem and a network-capable fax program to handle
faxing from several hosts. If you are going through an e-mail client to
fax, why not just do e-mail in the first place? Who has a fax that doesn't
also have or can get an e-mail address? Many more users have e-mail
accounts than have fax machines or bother to leave a fax-modem listening on
their phone line, and those that do still have an e-mail address.
