How do I send/receive mail from away when I get error messages?

I am trying to retrieve my email from a pop3 account using outlook. At home
I have no problem, but when I am away from home and I try using a free wi-fi
connection at a library I get an error message 0x800CCC0F. Does anyone know
of a fix for this?
