How do I sequence text fields when creating web form?

When creating a web order form in Publisher 2003, how do I sequence the text
fields so that that they will tab in the order that I want?

Select the first field go to Arrange > Order > Bring to the Front, and then
work your way through each field in the tab order you prefer. Or select the
field and right click > order > bring to front.
