How do I set Meeting Requests on Private automatically?

I am researching a way to make all meeting requests be set to private
automatically in Outlook 2003 for executives calendars so that when someone
clicks on the scheduling tab they are not able to see what the time is
blocked off for on the calendar

To make it private for the organizer, create a custom form with the privacy
flag set. Publish it and set it as the default form. It will be set to
private for the attendees too.

Why not just change the permissions of the rest of the organisation so
people cannot see any of the Executive's appintment details?

Are you assuming that everyone can see the details of the Exec's
appointments? Unless the settings are set that way, that is not what
happens.
