How do I set Outlook Contact List to sort by last name?

I just reinstalled Outlook 2000 on my computer. Now my Contact List (the
list I click on to add a name in the "to" field, appears sorted only by first
name, not last name. I cannot access a last name. Before reinstalling
Outlook, the list always appeared alpahbetical by last name.

All previously entered names in the Address Book are still correct and the
"file as" names as correctly shown as last name comma first name. However,
when I went to enter a new name today, e.g., John Doe, the "file as" name
appeared as John, Doe rather than Doe, John. All names in the Contact List
now show up as John, Doe -- not as Doe, John.

How do I fix the problem?

Tools - Options - Contacts options is place, where you can tell the right
sorting. Those cards which you have allready created, you have to change
manyally.

No.
Question was about the Outlook Address Book, not the Contacts Folder. Answer
depends on the mail support mode of Outlook 2000, which should have been
posted.
Corporate/Workgroup mode:
Tools menu > Services > Highlight the Outlook Address Book service > Click
Properties > Set sort order

Internet Mail Only:
Tools menu > Address Book > View menu > Sort by
