For a database, use Access.

Would be an expensive solution considering the flat file capabilities in
Excel and how much extra it costs to purchase a Microsoft Office package
that includes the Access application.

But if they already have Access, it wouldn't be more expensive. Without any
details and no followup information or questions from the poster, then it's
hard to say for sure.

Whether the user is better off with Excel or Access will depend on the data
and the amount of licenses and what he ultimately needs to do with it and
all kinds of stuff. But if someone posts a question like "what is a good
database," then I'm going to tell them Access -- because it's a database
program. If the user seems inclined to give us some details, then I might
ask some questions to help them determine which is best to meet their needs,
sure.
