How do I set up a parallel or ladder link between two activities?

I would like to create a relationship between two activities in MS Project
where one activity runs in parallel with another (start-to-start and
finish-to-finish). I believe this is called a ladder link. does MS Project
have this functionality and if so, please share it with me.

What you describe is what Project calls a hammock task. See FAQ #19 at:
http://project.mvps.org/faqs.htm for information on creating hammock
tasks.
