How do I set up a password

I had a password set up previously so that every time I started outlook I had
to enter my password. Unfortunately I had to re-install MS Office 2003 due to
my computer crashing and cannot remember how I did it. I keep getting answers
back that it is not possible but considering I created one before I
reinstalled Office for the 2nd time I know it is possible. Anyone have any
solutions? Help please
