How do I set up a time-of-day dependent rule in Outlook?

I need to set up a rule to delete emails which contain certain words in the
subject, but only when they are received between 9:30am to 9:30pm daily.
I'm using Outlook 2003 and cannot find the rule options for this.

There is no option for time-specific rules. The only way to do what you want is to write VBA code.
