How do I set-up an Auto reply that I'm away for ISP accounts?

We are using Outlook 2003. The info I have is that the "Out of Office
Assistant" will allow a message to go to our internal users but not to
external e-mailers.

Is there a way to set-up a rule (or some other method) to alert external
senders of e-mail that I will be out of the office?

Not if your network administrator has turned off automatic replies to the Internet, but you can try the "have server reply" rule action in the Rules Wizard.
