How do I set up an e-mail account - [email protected]

I can't set up an e-mail account so I get the SEND button. I tried using
Tools, Add an E-mail account, but I don't get the Add an E-mail account
choice. Can someone help me?

Which version of Outlook?
Try a new profile via the Mail icon in Control Panel and add the account
there.
