How do I set up ecommerce using frontpage 2002

I have a website and am trying to set up ecommere. I am using frontpage 2002.
According to the help menu, I just go to tools and choose ecommerce. Under
tools, there is no ecommerce. Do I need to upload from somewhere? Am I
missing something?

There is no "ecommerce" built into any version of FP
- don't know what help menu / screen you were looking at
As a minimum you would need an E-commerce addin
