How do I set up navigation from one frame to another frame on a pa

I am trying to set up a photo page in FrontPage 2003. Frame on left has
thumbnail pictures and frame on right pulls up individual picts. I cannot
figure out how to set up a link between the frames tied to "BACK" and "NEXT"
buttons that will move through the thumbnames using buttons or keyboard
arrows. I am a novice and do not do html.
