How do I set up Outlook e-mail font and background?

When I create a new Outlook message, the font is yellow and Courier 10 pt. I
want Times New Roman 12pt. I have done what I think should make the change,
going to Tools and then Options etc. But the change does not stay as a
default. I want Times New Roman 12 point black as the default font.
