How do I set up Outlook so that I can send and receive messages?

I can't send or received messages because I don't know how to get my email
address to be accepted on Outlook. How do I sign up or whatever?

Can you check with your Internet provider if they have setup instructions
for using their mail with Outlook. Outlook doesn't provide mail accounts, it
just allows you to access them.
