How do I set up "Person Names Smart Tag" in MS Outlook 2003?

After accessing help on Instant Messaging, I was unable to successfully see
the "Person Names Smart Tag" as "help" indicated. I enabled instant
messaging by going to the Tools menu, clicked Options, and then clicked the
Other tab. Under Person Names, I checked the box to Enable Person Names Smart
Tag , and then checked the box for Display Messenger Status in the From Field
- click apply; click ok. However, when I return to the dialog box the check
in the box for Display Messenger Status in the From Field is no longer
checked.
