how do i set up power point for a client to open org chart

We run a novell client for windows server. When we set up a client for office
2000 the client cannot open the org chart feature in powerpoint. However
myself or anyone else with administrator rights can open the application. In
one particular case I gave an individual administrative rights to the
application. She still could not open org chart. We install Office from the
network thru a logical drive. I believe if I gave her rights to that drive
she should be able to access the application. However we do not want anyone
outside of this department with access to the other drives besides their c
drive. Is there a way to fix this problem?
