How do I set up the Microsoft Office Shortcut Bar?

The writer had the use of this shortcut bar on the Windows 98 desktop using
Office 97. Since upgrading to XP (Home Edition) & Office XP Professional I
have missed this handy aid. I questioned the Help file within Office XP and
received the answer that it was possible to set up this shortcut bar at the
START menu, point to PROGRAMS/MICROSOFT OFFICE TOOLS-and click on Microsoft
Office Shortcut Bar. When doing this one finds that the Shortcut Bar is not
an available selection. Would be interested to hear if anyone has solved
this. Any suggestions?
