HOW DO I SETUP A CALENDER IN OUTLOOK EXPRESS?

Outlook Express has no calendar feature. That functionality is included in the Outlook application that is part of MS Office.

No, Windows is your operating system. Office is a completely separate application (or set of applications) that you must purchase and install separately. Windows XP has no built-in calendar features.
