How do I shadow a picture in Front Page 2003?

I have selected the picture and when I click on the shadow buttonon the
drawing toolbar, it will allow me to selectthe effect that I desire. It is
as if it is dead.

Add the shadow that you need in your image editing program before you import
it into FP. It will be much nicer that way.
