How do I show inverse data in a chart?

I want to show a ranking from 1st place thourgh 10th, where 1st place is the
goal. How can I show this on a chart, so that if I am in 9th place, I am 2nd
to last place?

You can reverse the order of an axis: double click on the axis, click on the
Scale tab, and check the appropriate box.

Alternatively you could put the value you want to plot in another range on
the sheet, and plot that.

If I reverse the order, then the bars appear at the top of the chart and head
downward. What I would really like to show, is that 10 is the minimum, so
that it appears at the bottom of the chart. If my rank is 7th, I would like
to see the bar rising from 10th place to 7th, showing I have 6 more steps to
reach number 1. Is this possible without showing the scale as negative?

There's another checkbox near the Plot in Reverse Order, labeled Axis
Crosses at Maximum. Check it.
