How do I show "Publish GAL" botton in Outlook 2003 Pro?

I have a CAC card and reader to access my email account in Outlook 2003 Pro.
It's all set up but the one step I'm missing is "click Publish GAL" button.
Anyone have a regedit key I could use for this?
