how do I snap to a tangent

Go to Tools > Snap & Glue, and check snap to Drawing Extensions in the
General Tab, and turn Drawing Aids on. On the Advanced Tab, there's a
setting for tangents.

Then you get the line tool, and start on the edge of a circle (Snap to
Geometry helps here). You'll see a dotted tangent line extend out from the
shape. Now, sort of rub the cursor back and forth on this line until it
turns red. You'll find yourself with a dynamic tangent that will follow the
mouse around the circle or curve. If you want a tangent between two curves,
just drag the mouse over near another curve, and the line will turn blue
when you've got a line that is tangent to both curves.
