how do i start a template from a web page?

If i want to start a template from a HREF link. I get into the template
instead of starting a new document.

Example:
I have a link to an Excel Template called "TEST.XLT"m which should result in
a new XLS file instead of opening the template.

If i start it directly from the Explorer I of course gets the new document
instead of opening the XLT file.
