Well, you can =start= to write a page in OneNote by just writing the
text that will appear on the page. That's about all you can do in
OneNote toward that goal.
Once you've done that, you can then export the data to Word,
Publisher, SharePoint Designer or FrontPage -- or whatever web page
designer program you wish to use -- and format it the way you want it.
Remember, OneNote is intended as a note-taker and information
repository, so expecting it to be a web-design program is equivalent
to trying to use PowerPoint to handle your email.
