How do I stop annoying frame scrolling in Mozilla Firefox & Netsca

I am using Frontpage 2002 and I haven't had any issues with the software.
However, I am faced with a very annoying issue that needs to be resolved ASAP.

I have a website that has 3 frames (top header, main & bottom). When I view
the website in Internet Explorer, everything is OK. When I view the website
in Netcape or Firefox, the top header frame and the bottom frame have the
ability to scroll even though I have blocked scrolling for these frames
(these frames only have images with hyperlinks). Please keep in mind
scrolling of these frames only occur if a website visitor is using a mouse
that has a mouse wheel for scrolling. The scrolling doesn't continue ad
infinitum; the scrolling will stop to the extent where you can only see half
of the image in the frame.

Please help ASAP.

The frame height need to be slight larger for NS browsers then what you have set for IE.

the "no scrollbars" thingy for frames only works in IE not Netscape, or
presumably firefox, so you need to make the frames deep (high) enough so as
not to need the scroll bars.
