How do I stop MS Office OneNote 2003 from launching at start up?

The application launches at start up. I don't want it to, but there doesn't
seem to be an option setting that would only start it when I launch it
manually.

Do you mean the full application or the Notification Area icon?

If the latter, it's an either-or setting. The idea is that by having that
helper application always in the NA, you always have access to be able to
create a quick Side Note, or other audio/screen clipping.

To disable it, go to Tools | Options | Other and uncheck the "Place OneNote
icon in notification area of the taskbar".

Have you checked the various startup locations for your profile and
computer for the OneNote icon?

Start with the Startup folder under Start Menu | All Programs | Startup.
If the OneNote icon is present there, then delete it. If only the Quick
Launch icon is there, then try some of these locations to see where it is
launching from:
