How do I stop Office in background from becoming the active progra

I open a document when Office is closed. Office opens up a window but is
still loading the document. I click on another window, such as a web browser
and start to do something. As soon as Office is finished loading the
document, it makes Office the active program, placing the Office window at
the front of all my windows. If I'm in the middle of doing something in
another window, this interrupts me. I noticed that other programs do not do
this.

How do I turn this off in Office?

This isn't an Office issue -- this would happen with any application window.
But what you need to do is download and install TweakUI. It has an option
called "Prevent applications from stealing focus" that should resolve this
for you.
