How do I stop outlook attaching photos to e-mails?

I wonder if someone can help me? I have created a document that I would like
to e-mail to a few people. The document contains a photo, and when I attempt
to e-mail on the document, it appears that outlook makes that photo an
attachment. So the reciepient gets a document without a photo, but an
attachment that is the photo. How can I get the photo to stay where it is?
And stop outlook removing it and making it into an attachment?

Im sending it directly from microsoft word editor. The document has been
created as a web page. Thank you for your response. Any further ideas?
