How do I stop outlook blocking links in emails?

All links that are sent to me in emails are blocked. If I use the link,
internet explorer fired up, but does not go to the linked website address. I
can cut and paste some links, but if the link via a 'click here', then I
cannot access it. The info text by the link indicates that the link is
blocked, but I cannot find any way of unblocking it. Please help!
