How do I stop Outlook from defaulting to US English spell check?

I want to use Canadian or UK English when spell checking.

I have changed Regional and Language settings in the Control Panel.

I have changed Office 2003 Language Settings in Office Tools.

I have changed the Spelling settings in Outlook and Word itself.

It always defaults to US English.
