How do I stop Outlook from disabling links in messages by default

No, in all messages. It must be a product of a recent MSFT security patch,
as it didn't happen when I first installed Office 2003. Now however a gray
bar appears at the top of every message with an embedded hyperlink, which
must be clicked on to toggle the links back on. It's just a minor annoyance,
but I am tired of MSFT trying to do my thinking for me! I would hope I'm
aware enough not to click on links in unkown messages or to unknown
destinations.

as long as it's not in the junk folder, go to tools, options, junk and
enable it. It should only disable potential phishing messages - which are
generally ones where the underlying url doesn't match the display or the
email domain. Some legit messages, such as from department stores and
Microsoft, will be marked as potential phishing messages because of how the
url is written.

These are legitimate messages from colleagues, etc. as well as newsletters
from 'safe' organizations - e.g. Ziff Davis, Oracle, etc. - which are
properly lodged in my Inbox. I have no interest in putting them into my Junk
mail - which collects enough as it is in this age of Spam! I'd just like to
know where the switch is to turn off this latest MSFT intrusion into my mail!
